The progress of science and technology and the rapid development of industry and agriculture have promoted the civilization and modernization of human life. More than 2000 categories of chemical contaminants have been found in water. However, it is necessary to establish limit values for those substances that can obviously affect the appearance, color, odor or taste of water, as well as substances that are highly toxic and harmful, in order to ensure the safety of drinking water and good water quality.
(2) There is sufficient scientific basis for setting limits. The formulation of standard limits is based on on-site investigations and scientific research data. Limits cannot be established, even if they are objectively required, if the scientific basis is insufficient.
